Both words express contempt and condemnation. More clear is the ascending scale of consequences. Judgment probably refers to the local court. Council is synedrion, the Great Sanhedrin at Jerusalem, the highest Jewish court of justice. Hell is Gehenna, the place of final torment. Be in danger of is a legal term meaning “is liable to.” That is, the one guilty of these things is subject to the courts of justice or punishment named here. This warning is followed by a twofold admonition to make reconciliation.
